TO THE KDITOn. Sir, —On reading the rejiort in.your columns under the heading of 'Municipal Salaries,' I was surprised to find so many of our city councillors voting against Cr Harrison's amendment that clause 1 be referred back. I, for one, quite agTee with Or Harrison's remarks—viz., that the engineering staff is in a very bad condition—and I venture to say that the Works and Finance Committees have made a very poor shape in the way of reorganising the engineering staff. If the staff requires any alteration, why not start at the top of the tree and give all, from the engineer down, wards, their discharge, and then call for fresh applications far the situation*?—l ; am, etc, CiTIiSN.
