PARIS, Januaiy 10. M. Paul Lanessan, writing in the ' Siecle,' says that Russia and France are unable to' assist Germany beyond moral encouragement, since if they -went further they would provoke a war with England, ■which France is not prepared for. The; scare referred to by the correspondent of the London 'Morning Post' is dae partly to Germanphobe articles that have appeared in the 'Army and Navy Gazette,' the Germans believing that there has been a semi-official mobilisation, at Kiel, and not merely manoeuvres. The 'North German Gaaette says that nothing has arisen to caase complications.
