THE FOREIGNER'S BURDEN.
NEW YORK, January 8. (Received January 9, at 8.49 a-m.)
The American Merchant Marine report proposes subsidies estimated during the first year at £600,000, and that the delivery tax be increased from 3d to 8d a ton on foreign shipping, compared with 4d a ton on Arp«rican. There is, however, little prospect of legislation in this direction daring 1905.
