I consider it is time appointments were made by merit and ability, not by the amount of influenco brought to bear for some special applicant. Unless members are asked they are not likely to volunteer the information, and until some such procedure is carried out the clause is useless and the nominee of the moat energetic member of the Board will get the position Future events will justify, ray assertion.— I am, etc. Ash-humbug.
