TO THE EDITOR. oir,—ln connection with the official explanafoon of the delay that lias occurred in drawing the above, surely the holders of blocks of tickets that were sent into the country are not so crassly stupid as to think that they must'dispose of every ticket beforo returning the Hocks. As art unions appear to be a very popular and effective means of raising the wind nowadays, it is to be hoped that those conducting them (by permission, etc.) will see that they are drawn on the actual data advertised, not weeks afterwards, as in the present instance, and, indeed, in several past instances also.
