o MR HARPER'S CASE. THE PREMIER ~TAKES A STAND. AUCKLAND, December 12. The Premier has communicated with the Governor, requesting him to bring under the notice of the Secretary of State the ca:-e of Mr Harper, who had been refused permission to land in San Francisco. It is his intention to ask the Postmaster-General to bring under the notice of the Oceanic Company the conduct of the captain of the steamer in refusing to accept bail at Honolulu. Mr Seddon says significantly : " The contract for the San Francisco service i* not yet signed. Such treatment of New Zealanders will not be permitted."
