RUSSIA AND TURKEY.
[Per Press Association.—Copyright.] CONSTANTINOPLE, November 15. Russia has warned Turkey that the adoption of plans by. General A. H. Briafont, the famous Belgian military engineer, for the arming of the Bosphorus will be regarded as a hostile movement. The object of the Russian warning is said to be to keep Turkey weak.
