TO THB KDITOB. . Sir,— Can you inform me how ib is that theSs. Kilda Borough Council do not take any notice of the amount of cattle running about the streets all day and night? I think it is a great shame that the ratepayers' fences and gardens should suffer through the Council's neglect, knowing very well that they are placed there to look after their interests. Seeing the Council meet to-morrow night, I Bhall wait anxiouslyr to see which member of the Council has the pluck to move that the clerk be instructed to summon the offenders the same as thoy .do in other boroughs.—l am, etc., Pluck.
