MADRID, September 23. Mr Woodford, the American Minister at Madrid, in 4 friendly Note re the Cuban war, hasjwarned the Duke De Tetuan, the Foreign Minister, that the strain is more than the United States can bear, and that unless satisfactory assurances are given that the war will be concluded before the meeting of Congress it would be impossible to say what course the Government might consider it indispensable to follow.
