[Per Press Association.— Copyright.] LONDON, September 23. The New Zealand Shipping Company have declared a 4 per cent, dividend and carried forward £5,778. The wheat market is dull, and quoted prices are 6d lower at Mark Lane. The Bank of England rate of discount has been raised to 2 l s per cent. PERTH, September 24. A million sterling worth of 4 per cent. Treasury bills have been forwarded to London for sale, to be redeemed out of the next loan,
