NEW YORK, August 11. The unreserved comments of Secretary-for-State Sherman upon Great Britain and the policy of the late Premier Canovas in regard to Cuba are causing dismay in New York. The 'Evening Post' says Secretary Sherman is showing signs of senility, and calls upon President M'Kinley to remove from public office what is an intolerable scandal.

Secretary Sherman has publicly repudiated the interview in which ho was stated to have declared that England quarrelled oftener than she fought, but the denial is generally discredited.
