CONDITIONAL LICENSES.

WELLINGTON, August 16,

At the Police Court to-day Benjamin J. Oxncr and John Nankevell were prosecuted for selling at the Metropolitan Hotel without a license. The former licensee having left, two members of the Committee granted Oxner a permit, which, the police contend, could not be done, especially as tho magistrate had not given a certificate. Mr Martin, after taking time to consider, upheld the permit, remarking at the same time that it was an anomalous state of the law which required a certificate to be obtained before a transfer could lie granted, and yet enabled a permit to be granted to the end of the year (not till the next quarterly meeting merely) without evidence a 8 to the character or fitness of the applicant.
