SEAMEN'S STRIKE.

The seamen, through the clerk of awards, have proposed to refer the dispute to arbitration; but the owners, in reply, declined to arbitrate with a btody of men who, they declared, Wanted only broken agreements. A number of seamen have boon fiued in nominal suni« for duty. - ; *■'
