(Per Press Association,] LONDON, March 8 Chancellor Goschen denies that London has been captured by the Liberals, and looks upon tho result of the London County Council elections as a social, and not a political viotory. Mr Chamberlain says it is a lesson to Conservatives to offer a positive programme at the General Elections. The ' Daily Telegraph' considers it as idle to deny that the favored party is identified with Mr Gladstone. The 'Daily News' asserts that the Gcnsral Elections have been further postponed. «The Times' hopes Lord Riaebery will be selected as chairman of the London County Council. The 'Chronicle' favors the appointment of the Marquis of Ripoc. Tho ' Daily News' asserts that the rating cf ground rents was the principal issue in the London County Council elections, and that tho absence of plural voting helped the Liberals.
The Fabian Society, founded in 18S3 for the purposes of carrying on a Socialist propaganda among tho middle olasses, had rive of their representatives elected on the London County Council.
