EDUCATIONAL REFORM.
CHRISTCHURCH, July 10.
The North Canterbury Board of Education decided—" That in the opinion of this Board the bringing into force and carrying out of the compulaory clauses of trie Act should not be left to the option of school committees ; that the Act should be amended so that the compulsory clauses should be in full operation in every school district; and that this Board draw the attention of Parliament to the expediency of amending the Act so as to require children to attend school at least two-thirds of each quarterly term." A motion that the conveyance of scholars to denominational schools at the public expense is an appropriation of State revenue for sectarian purposes, and contrary to the letter and spirit of the present Education Act, was negatived by four votes to three.
In an article in one of the latest monthlies, Professor IJuxley says:—" We have heard a great deal about the tyranny of capital. No doubt it is true that labor is dependent on capital. No doubt if out of a thousand men one holds and can keep all the capital (using the term in its more restricted sense), the rest are bound to work for him or die. But if on this ground labor may be said to be the slave of capital, it will be equally 1 just to say that capital is the slave of labor. The naked millionaire, with his chest full of specie, might be set down in the middle of the best agricultural eßtate in England, but, unless pomebody w„ould work for him, he would very soon perish from cold and hunger, b*ying previously lost everything /or lack oi protection.
