RAILWAY EMPLOYES BILL.

The following correspondence between Mr W. B. Perceval and the Railway Commissioners has been placed at th disposal of the ' Press' by the member for Christchurch South. It will reassure railway employes on one important point:—

The Chairman Railway Commissioners. Dear air,—A meeting of railway employes is to be held here next week to discußs this Bill. An idea is current amongst the men that the Commissioners intend to enforce the provisions of the Bill, although it has not yet passed into law. I can hardly think that such a coarse is intended, but I am told that notices have been posted up at the workshops to this effect. Will you kindly inform me if this rumor is correct ? The feeling here among the employes is decidedly adverse to the Bill. W. B. Pbeobval.

Sir,— Referring to your letter of October 16, I am instructed by the Railway Commissioners to say that there is no truth in the statement that notices have been issued to tho workman that the provisions of the Railway Employ 6s' Insurance Bill were going to be enforced. The Bill, as you are probably aware, was introduced into Parliament at the close of last session fpr the purpose merely of having it circulated, and the Commissioners d,eem it scarcely necessary to inform you that, although they have oertain powers in respect to insuranoe of employ6s under the Government Railways Aot, they have no authority to bring into operation the provisions of a Bill which has simply been introduced into Parliament. Copies of the Bill have been sent round the colony in older that the men may obtain information as to the proposals, and no obstacle will be plaoed in the way of the employes expressing, in fte proper manner, their views upon the sgheme.—l am, etc., ' E.
