The ordinary meeting of the Otago Harbor Board was held yesterday afternoon, and attended by Messrs J. B. Thomson (chairman), A. H.Ross, M.11.R., W. Wardrop, E. B. Cargill, J. Carroll, J. T. Mackerrai, General Fulton, Captains Sinclair and Veal. FINANCIAL. The bank book, which was laid on the table, showed a credit balance at date of L 3,435 IGslld. CORRES PON D E.N (M:. The secretary of the Raveusbourne Football Club forwarded an application for the use of the reclaimed land at Ravensbourne during next football season.—lt was decided to grant permission to use the land during the pleasure of the Board. The Town Clerk, Caversham, wrote requesting the Board to remove the nuisance of stagnant water existing on the Board's land in the borough adjoining the Anderson Bay road, and stating that the stench arising from the land was at times most offensfve and detrimental to publieh health. The Inspector, to whom the complaint had been referred, reported having visited the locality indicated, lie found that there was a portion of the Board's property enclosed between the Anderson Bay road and the railway, and as the railway embankment -:ut oil the natural drainagetothebay, some watorlodgedwithm the area, and during warm weather this might bo offensive to the sense of smell, although it was not so at present. To remedy this would involve a large amount of reclamation. He also found that some unsightly rubbish had been deposited from drays which, to reach the place, must have crossed the borough's footpath—a thing which the Council could stop at once by preventing the drays from crossing the path. With the permission of the Board lie would erect a notice board, prohibiting such rubbish being tipped on the Board's sections. He begged further to state that a nuisance did exist in this locality in the open outlet of the Cavoraham sewer. It was at present highly ellenaive, and in warm weather must of necessity be much more so, an the sewage was discharged over a large surface of beach exposed at low tide, from which in warm weather the stench must be very bad indeed. He submitted that this was a matter requiring the attention of the Board.—Mr Wardrop thought the inspector must be mistaken, for no sewage at all canie donn through the Caversham main drain.—Tho Chairman: All the houses along Cargill road are connected with it.—Mr Wabdrop said that the private houses were prohibited from connecting with the drain, and he could assure the Board there was no connection at all. —The correspondence wus referred to the Works Committee. The Milburn Lime and Cement Company, Limited, inquired upon what terms andat what time they could hire the Board's side dredge for the purpose of clay dredging for their cement work, and Messrs Thomson Brothers wrote requesting tho use of the side dredge and three punts, as before. —lt was decided to grant the use of the appliances on terms previously agreed on, so long as the Board's arrangements were not interfered with. Messrs A. M'Donald and Co. inquired the terms upon which the lioard would allow the use of a section in Cumberland Btreet for a week or month, for the purpose of drying skins.—The Secretary mentioned that the chairman of the Finance Committee had instructed him to reply that there was no probability of Messrs M'Donald and Co. being allowed to use the section after a anonth, and that for one month tho charge would be not less than L 5, The District Traffic Manager New Zealand Railways wrote requesting the Board to be good enough to vacate the offices in the railway buildings at Fort Chalmers, at present occupied by them, before tho 31st October next.—The Chairman stated that the privilege of occupying the offices was granted to the Board by the Minister of Public Works, and he did not think this was sufficient notice to quit—lt_ was resolved to submit the case to the Chief Comsnissioner of Railways through the Minister of Public Works. WORKS COMMITTEE'* REPORT.

The Works Committee, referring to the petition of inhabitants of Mansford Town, *3Commended that the matter of the stranded hulk's removal be referred to the harbormaster and secretary to act in accordance •with the powers conferred by clause 105 of the Harbors Act, 1878. The inspector of works having reported on the plant_ not likely to be required again, the Committee recommended that the following be offered an the first opportunity -.—The dredge New Era, the side dredge, the paddle steamer Iron Age, steam launch Reynolds, hulk Amateur, hoisting engines (with punt), horizontal engine, 8 h.p. steam hammer, three -electric machines (with lamps and cables); also, at risk of former purchaser, stern wheel steamer Balclutha. The Board went into committee to conaider the report, which was adopted, excepting that the dredge New Era was omitted from the list of plant to be offered ior sale.

FINANCE COMMITTEE'S KKrORT. The Finance Committee recommended that the dues be remitted, as referred to in Dr Hector's letter; that proceedings be tiken in respect to certain outstanding accounts; re Messrs Herbert, Haynes, and Co.'s letter, that, seeing the Board has granted leases of three of the sections of the Kilgour Point property, the freehold be not sold at the present time. The Committee also recommended that the following leases be offered on the 9th prox. at the upset prices mentioned :—Block 1, Wharves and Quays Reserve : One-half of section 45, fourteen years' rental, LlO (with valuation of buildings, LSO); section 25, 15s per pole ; section 26, 10s per pole; sections 35 and »6, 15s per pole; section 52, L4O per section (subject to removal of shed); sections G2, 63, 64, 65, 66, 71, 72, 73, 74, 75, and 76, 7a 6d per pole. Block 2, Wharves and Quays Reserves : Section 7, L 6 10s; secltion 7a, L 6 10a ; section 9, L 5 ; section 10,; L 7 10s; section 13, L 7 10s; section 15, L7'los. The Committee further recommended that an official report not having yet been received from Captain Stewart of the_ voyage of the dredge, no decision be arrived at meantime with reference to bonus to the dredge men; that official application be made for payment of L 4.500, the sum, if suitable for the Government, to be paid in London; and that accounts be passed amounting to L7BO 133 4d. The report was considered in committee, and adopted.


The inspector's report, which was to the following effect, wa3 received:—

I have the honor to furnish the following report for the information of the Board : Early in the month I got soundings at the entrance to the harbor, imide of Harrington Point. I hare had the soundings carefully plotted, and I herewith forward a tracing showing the depths reduced to low water on the gaugeattho sand Bpit. Thedepths compared with those of May and June last show very little alteration—practically none, lam sorry that I have not yet been able to extend the soundings outside to the bar, as tiic sea has not been stiiooth enough to enable me to get them with sufficient accuracy to be put on record. lam anxious to gat them taken as soon us possible, and will lose bo chance. On the 17th inst. I succeeded in getting soundings at the mole, and I have prepared a plan showing Hections a.t every tenth pier of the staging, and upon applying the tracing of sections taken in November, ISfM, to the new plan, it will be seen that the stone has Hot subsided to any appreciable extent. Although during fiat time (ten mouths) we have not experienced any exceptionally severe storms, still the sea has on several occasions been pretty heavy, and it is pleasing to record that the stone has stood much better than was expected. In plotting ike sections oto 120, I have retained the base and slope of the stone (now covered up) aithey were in December, 1880, in order to indicate anore dearly the amount of Band that has made aip agakst the mole since that dats. _ You will please observe that from pier 14) cratwards the stone is below the low water line, and tts effect la stopping the cross current and directing the scour into the proper channel is greatly curtailed. I would therefore recommend that the Board, u soon as its financial position will allow, should raise the stone to at least the height of low water.; but, should it decide not to re»ume tho work at au crly date, lit would be well, for the preservation of the itagiug, to expend about L&00 in overhauling •and tightening tome of the fastenings and coating the uides and top of the timbers in the .superstructure.

During the month two men have bfen rngaged in chipping and coating the hull of dredge New Era. The wharves and sheds have been attended to, and a portion of the roadway at Jetty street, which had been undermined by the waveß, was made good.g SHOALING IN THE lIAKUOR. The Secretary read the following memorandum forwarded by him to the harbormaster and inspector of works, under date September 26: Please pen-so the attached correspondence laid before the Chamber of Commerce yesterday, and published this morning in the 'Daily Times.' In addition to any remarks you may have to make;, individually or collectively, I have to request; you to furnisli the Hoard with a tabulattd statement ot the heaviest draught vessels arriving or leaving the port of Duncdin, either steam or sailing, each month for the p.vjt two years—say all vessels drawing over 16ft exclusive of direct steamers ; secondly, the state of the tides at time of arrival; thirdly, how much any of them had to lighten, and number which arrived or departed on full draught as stated. Please also attach statemmt of tides as taken by the self-registering tide gauges, and aL-io any remarks you may have to make in any way connected with the subject of the letters

The harbor-master's report was read as follows:

Herewith I hand you statement of vessels arriving at Duuedin, draught of water, etc., as iec|iie.sted : With reference to the Nelson, lightening at Port Chalmers : She aniveil on the :27th, drawing over 19ft. 1 told Captain Andersou she would either h.we to lighten or w*it for better tides. Ho elected to do the fonner. On the diy the auived there was 17ft lOin in the channel, and tlicTe was even losh than that until ihe ingoing of the Illst, which was Saturday; and the vessel came up <>n Monday, the 2od .September, when the tide was .such that a vessel drawing ISft (iin could have come up. _ The tides aie entirely controlled by tho wind. With N.W. v,inda there are high tides, and quitu tho reverse with S.K. and easterly winds and fiae weather. It does not much matter whether it is spring tideß or neaps; the same thing will occur. The Chairman said the fact was that the ship mentioned by Captain Anderson in his letter to the Chamber of Commerce (the Nelson) came in on the Tuesday when the tide was 4ft Sin, and two days later, when there ought to have been spring tides, the tide was only 4ft sin. Captain Veal : Ihat is a very frequent occurrence.

The Chairman added that a few day 3 later the Waitangi came right up to the wharf on a Oft Gin tide, although these were neap tides. The channel was safe enough for vessels of 18ft draught, and that was all it was supposed tD take. The Nelson, which was' a large ship of 1,200 tons register, arrived on a Tuesday when the tides were very bad, and came up on the Monday, after being lightened, when the tide was such that she could have come up without being lightened. Mr Cakoill observed that the Shaw, Savill and Albion Company had made very strong representations, stating that it would be necessary to take steps hereafter to give shippers the option of discharging at Port Chalmers, because tho channel was said to be silted up and become shallow, and nothing had been done to check it. It was very necessary that steps should be taken to contradict that statement, if it was not trueto contradict it not only to the Chamber of Commerce, but to see that it was contradicted to the persons by whom the statements were made in London. He thought it was very unfortunate that anyone representing one of these companies should send statements of such a kind to London without the Board being afforded an opportunity of contradicting or explaining them. If they were true, tho sooner it was known, and the sooner steps were taken to mend that state of things the better; but if they were not true, means should be taken by letter to theChamberof Commerce, and by communication, eitherthroughtheChamberof Commerce orotherwise.tothepeopleatHome to counteract any damage that might have been done by the statement. The speaker met Captain Anderson that day, and asked him why he made such strong statements to London without communicating with the Board. Captain Anderson's reply was that he had tried the Board before, and nothing satisfactory had resulted ; that the Board had not proper information ; and that he (Captain Anderson) know the channel was silted up, but it was not properly reported to the Board. The speaker expressed surpriso at that, but Captain Anderson seemed to be strongly under the impression that the Board did not possess correct information. In any case, it wa3 very desirable that steps should be taken to counteract the statements that had been made. Tho Chairman said the fact was that the deepest ship that had ever come up the Victoria channel was the Merope, drawing 19ft 2in. After all this shoaling, and all the noise about this matter, a full-rigged ship from London came up the other day drawing 18ft 9in, and only a few months ago the Otago came up drawing, he thought, 19ft, and she never touched ground. Mr Carcill : The Otago drew 18ft 9in ; the Lochaber 19ft. The Secretary remarked that the Mararoa went down the other day drawing 20ffc I in. , The Chairman believed that there was only a danger of touching at one or two places, lie believed that the Works Committee would bring up a recommendation at the next meeting to put the Priestman at the bow of the old lona, by which moans it was expected they might at a cheap cost greatly improve matters. Mr Caroill said that in the course of the conversation he had referred to Captain Anderson said that the channel between the Heads and Port Chalmers was shoaling so much that it practically did away with any benefit resulting from tho deepening operations at the Heads, and that they could not have their steamers loaded here on deep draught because they could not get them from Port Chalmers to the Heads. With respect to that and the channel in the Upper Harbor, Captain Anderson said that the Board did not get proper information from their oilicers, or they suppressed it and did not put it before the public. These statements must not be allowed to be made. Of course, this was mentioned in conversation, and while he, perhaps, did not repeat Captain Anderson's words he gave the tenor of them. i j j. Mr Ross felt persuaded they would not have heard anything about the Victoria Channel if they had reduced their charges to the direct steamers, or if fbey had acceded to the application of tho Shaw, Savill and Albion Company some time ago.—{Hear.) The Chairman said that the Board would, no doubt, receive a communication on the subject from the Chamber of Commerce, and perhaps it would be as well to defer further liscussiou till that communication was received.

Mr Cargili. inquired if there had beeu any mcntiou in the reports of shoaling between Port Chalmers and the Heads. He did not refer to that at the Kaik.

Tliu Chairman replied that there were reports of shoaling in Deborah 3ay. Mr Rcws thought it was very desirable that they should proceed with dredging the channel at the earliest period possible. He would suggest that they should hire a hopper dredge or two from Lyttelton. The Chairman thought that after their discussion they might leave it to the Works Committee to bring up a recommendation at the next meeting. Mr Macickuuas said the matter was scarcely before them officially, and he would suggest the appointment of a small committee to inquire and report. The Chairman : I don't know what committee you can better refer the matter to than the Works Committee. The question was referred to the Works Committee.

COMPLIMENTARY. On the motion of the Chairman, seconded by Mr Carroll, the thanks of the Board were accorded to Dr Fitchett, M.H.R., for the practical interest displayed by him and the successful result of his endeavors to obtain from the Government compensation for the Board's land that was taken for railway purposes in Stuart street; and thanks were also accorded to Messrs Fish and Ross, M.H.R.s, for their exertions.


The Chairman said he had occupied the position of chairman for some time, but circumstances over which he had no control necessitated his now retiring. His partner would be absent from Duncdin for about nine months, and while he was away he (Mr Thomson) felt ho could not overtake the duties of chairman. Accordingly he would ask them, either at that meeting or at the next, to relieve him of the duties. Mr Mackekkas said he was exceedingly sorry to hear the chairman's statement. He hoped that the chairman would let the matter stand over till next meeting ; and he hoped, further, that by next meeting the chairman would see his way to continue in office.

The Chairman said ho would bring the matter before the Board at their next meeting-
