TIMABU, September 18. At the Harbor Board’s meeting to-day the Finance Committee reported that at the end of the year there would be a deficiency in the accounts of L 2,450. The Board agreed to strike a harbor rate of Jd. At the end of the year they will have the balance of the L 6,900 loan money, but this is to be kept for any contingencies—the shifting of shingle, for instance. The engineer was instructed to bring up a plan and estimate of the cost of dealing with the annual drift of the shingle. Four of the nine members urged that there was no necessity to spend one penny for a long time to come,
