The monthly meeting held this morning was attended by Mr G, H. Smith (president), Misses Hay, Miller, Fitzgerald, Sinclair, and Messrs Moore, Kyle, Chilton, Balsille, Jeffery, Eudey, M'Lean, Fiaser, .T. H. Gray, J. Reid, M'Nicoll, Fitzgerald, Milne, W. Gray, and Pirie (secretary). PUBLISHING INSPECTORS' RBPOB7B, The Waitaki Branch requested an opinion on the question of pablshing inspectors' annual reports of schools. Mr Fitzgerald said that this was a very important question. Their friends in the North had got into a peculiar position, brought about partly by the pressure of percentages. This question as to the advisability of publishing the percentages brought up another question, as to the attempt to measure the immeasurable by giving individual value to the work of every child. Fortunately our inspectors had not pushed that system to the extremp, and, therefore, Dunedin teachers had not Buffered to the extent they might have suffered, but there had been some degree of suffering. The time had come when some other system of gauging the results of the year's work should be adopted, and he would, therefore, move "That tho secretary express to the Waitaki Branch our sympathy with them in their endeavor to stop publication of percentage results of inspectors' examinations, and that the Committee of Management be requested to bring the question of individual examination and estimation of results by percentage value before the Educational Institute of New Zealand at its next meeting." Mr Chilton seconded the motion. Mr White supported it. Mr Milne agreed with tho first part of the motion, but oonßidered it waste of time to endeavor to suppress the results until the newspapers had been consulted. Ho would, however, support the motion. The motion was put and carried. HERBERT SPENCEB'S ESSAT. Mr J. Keid introduced a discussion on Herbert Spencer's 'Essays on Education.' Ho touched only on the first two of the essays, because they were not as generally admitted as the others, and gave an exhaustive prims of them, which was much appreciated by the meeting. Mr White, in moving a vote of thanks to Mr Reid, said that every young teacher should read Spencer's eßsays, and especially the one on moral discipline. Mr Mc obe seconded the motion, and it was carried by acdlamation, after which Mr Reid shortly replied. THE EXHIBITION OIBCULAE. In reply to a question by the Chairman, Mr White stated that in the Exhibition there was a conrt termed the Education and Science Court, and the Commissioners had set apart 4,000 ft for it, and the Committee appointed to make it a success was a large and very representative one. There had been quite a number of meetings in order to get exhibits for the court, and oircuhrs were drawn out by the primary school section of the Committee naming the class of exhibits expected from the primary sohools, and they also drew out certain conditions on which exhibits were to be sent in. It was these conditions that had been misunderstood by almost all those to whom a circular waß sent, and they had been sent to almost every teacher in the colony. Every teacher appeared to have a different way of interpreting those conditions, That naturally followed from the fact that a sohoolmaster drew them up.—(Laughter.) These conditions were drawn up and were sent to the Education Board, and that body sent out a circular; but it was not the one they bad received, and in it the regulation or restriction with regard to ''exhibits had not been left in its original form. He did not say whether it had been exSressed more clearly or less definitely—aughter) -but it was not the same; and it was this regulation that had given rise to dissatisfaction. A meeting was held this morning to disousß the matter, a!nd it' waß agreed that a second circular should be prepared and sent out by Sir Robert Stout and himself. ' Tho Secretary, in reply to Mr White, said he had received no communication of any kind from the Committee of Management. Mr White said the matter would doubtlesß come up in due time.
