In the New South Wales House of Assembly last evening Sir Henry Parkes, the Premier, said that the time had arrived when the rights to the waters should be asserted, and notice immediately served on persons who established works diverting water for irrigation purposes, and that this Btep was taken without reference to the other colonies.
