Cost of Special Settlements.

A return showing the results of the village homestead special settlements up to 31st March last has been presented to Parliament. Tho figures differ somewhat from those given in the Crown lands report. There are seventy-five of tho settlements, and out of 1,1,96 persons who took up lands on the special conditions offered 674 remain. In addition to these are 204 new settlers, who have taken the place of others, making a total of 878. The area occupied in March was 28,368 acres, of which 6,773 acres are in crop, 264 acres being in garden, 88 acres in orchard,' 1,988 in grain, and J22 in other crops, and 4,311 acres in grass. The cost of settlement is as follows:—Nominal value of land, L 35.000; advanced on abandoned sections, L 585 ; advances on sections not abandoned, L 18,456; road works'for benefit of settlements, L 12.982; cost of locating settlers, L 495 ; cost of lectures, etc., L 48 3; fruit treeß, etc., for Auckland settlers, L 779 ; making a total of L 68.780. The yearly rent payable by settlers is L 1,770, and interest on advances L 923 j total, L 2,693. This amount capitalised at 5 per cont. is L 53.860, so if the settlers were to pay their rents regularly Government would nominally stand to lose the difference between L 53.860 and L 68.780 —viz., L 14.920; but of this sum expenditure on roads has been L 12.982, and so the settlements themselves would cost the country L 1.938. This, with L 1.034 for extra supervision by rangers, makes a total of L 2.972. The settlers are, however, in arrears of rent L 1,393, and interest L 329, making a total of L 1.720, of which L 1.32.7 is owing by Auckland settlers, notwithstanding that they have received advances amounting to L 9.232, and road works have been executed to the extent of L 12,414 on whioh they have been engaged.
