(Received July 20, 1889, at 12.30 pm.) la this House of Commons to-day Sir George Campbell gave notice of motion rejecting the Bill giving responsible government to Western Australia. A BY-ELECTION. LONDON, July 19. The election of a member for Brixton (Lambeth), vacated by the death of the Marquis of Carmarthen, took place to-day, when Mr Morgan (a Home Ruler) was returned by a majority of 1,719 over Mr Drummond (Conservative). [lf the scat is correctly given the result is a marked gain to the Gladstonians, and shows that the Conservatives eveninJLondon, that hotbed of Toryism, are losing ground. At 1885 election a son of then Chief Just : ce Baggallay was returned_ by a majority of 665, and a year later his majority was raised to 1,414. . Lofld Carmarthen was returned in July, 1887, on Mr Baggallay’s death.)
