(Recalled July 17,1889, at 12J5 p.m.) ‘ The Times ’ in an article" dealing with the state of affairs at Crete states that the fleets of Great Britain, Austria, and Germany will shortly set up a blockade there in order to prevent the landing of arms and money from others. * The Times ’ indicates that it is the intention of Austria and Germany to ask at an early period whether Russia means war or will pursue a peaceful attitude.
