The fortnightly meeting of the City Council was held last evening; present—the Mayor, Crs Kimbell, Haynes, Barron, Hardy, Macgregor, Smith, Cohen, Cramond, Sin'.lair, Solomon, and Carroll. correspondence. An application by Mr W, Reid to gather a few native seeds on the Belt was referred to the Reserves Committee to act. Air Edwin Tanner’s application to lease the grass portion of tho waterworks reserve on the outskirts of the bush next Flagstaff for grazing purposes was declined. Mr T. M'Lay applied for the grazing right over Morrison’s sections at Whare Flat on condition of his keeping down the rabbits. —Referred to the Water Supply Committee to rtport. Messrs Reid and Gray wrote as follows : —“As the railway siding into our premises is closed as from the Ist June last, kindly note that our monthly payment of LI to tho Corporation in connection with the same should cease from that date. The cause of its being given up is that this tax by the Corporation, which we have always looked on as moat unjust, together with the tax of LSO per annum now put on by the Railway Department, renders it too expensive to work as against ordinary carting.”—Referred to the Works Committee. The secretary (W. F. Arthur) of the Albion Football Club applied for the use of that portion of land on the east side of the northern pound for a football ground.—Referred to the Reserves Committee. Mr H. S. Fish, M.H.R., telegraphed from Wellington on the oth in at. to the effect that he had suggested to the Government that after the second reading of the Charitable Aid Bill it should be postponed till next session, and ho thought this course would be adopted.—Received. Mr W. H. M'Keay wrote that at the junction of Dundas and Leith streets, on the bed of tho Leith, carters had been in the habit of depositing rubbish, road scrapings, etc., and some of these carts, if they did not belong to the Corporation, were employed on Corporation contracts. To such an extent had this practice been carried that there now remained but a very narrow channel where formerly there was a broad one; and should such a flood as that of 1876 occur the consequences would be serious. He felt sure the Council would take what steps they thought necessary for the protection of the citizens’ property.—Referred to the Works Committee to report. Messrs J. Duthie and Co. again drew the attention of the Council to tho state of tho streets near the wharves, and more especially to the one leading to Jetty street near the cross wharf. They considered the Council the proper guardians of the ratepayers as regards streets, etc., and respectfully asked them to seo that the street was put in order.—Cr Barron said the Carporation were pnpired to settle the matter, and it was nut their fault that it had not been done. He proposed : “ That negotiations as previously arranged should be opened with the Government and the Harbor Board to see if the matter could not be settled.”—Cr Haynes seconded.—The Mayor said that about eighteen months ago the Council agreed to pay one-third of the amount necessary to repair tho streets, provided the Government and the Harbor Board each contributed one-third also. The other day he met Mr Gillies slid Mr M‘Kerrow, and, after speaking about the matter for a little time, Mr M'Kerrow said the preposition made by the Council was a very fair one. He said further that he would try and get a clause inserted into a Bill which is to be brought before Parliament giving power to the Railway Board and the Harbor Board to spend money on those streets, It was a matter that would cost LI ,500 to the Council.—Cr Cohen proposed: “That the Council acknowledge receipt of the letter, and intimate to the writers that the Council has previously made a proposition regarding the settlement of the matter. Cr Sinclair seconded this amendment, which was carried, Cr Barron’s motion having been withdrawn. THE RESERVOIR QUESTION. The City Surveyor wrote stating that when he last reported to tho Council with regard to the flow from tho alleged leak the flow was 7,056 gal in twenty-four hours, the depth in the reservoir being 23ft 3iu, There was now a flow of 6,888ga1, with a depth of 2Sft 4in ; there being a decrease in the flow of 168 gal, with an increase of sft lin of water in the reservoir.—The report was received. The following recommendation, in addition to the ordinary report already published, was made with regard to the reservoir by the Water Supply Committee : “ That, in the event of the Government deciding on the necessity of an inspection of Ross Creek reservoir by one of its engineers, the Council offer no objection provided the investigaton be conducted under the supervision of the City Engineer and without expense to tho Corporation ; also, that the Government indemnify the Corporation against any loss or accident that may result therefrom,” Mr Barron moved the adoption of the report, remarking that what tho Committee wanted was to hold the Corporation indemnified in case anything happened. Cr M'Greoor seconded the motion.

Cr Solomon thought the recommendation an unwise one. If the Government appointed an engineer he should be left perfectly untrammelled to carry out his duties in making investigations with regard to the leak. It was absurd to ask the Government to hold the Corporation free of expense, if any were incurred.

Cr Kimbell said that he also could not agree with the recommendation, and he would move as an amendment that it be deleted or else held over till a report could be brought up. It was, as it wore, inviting the Government to send an engineer here to inspect a reservoir under the Council’s control before the Council had time to deal with the matter. Only three years and a-half ago most extensive operations were carried on to ascertain if there was a leak, and Mr Hay made a most able report and satisfied the majority of people that there was no real danger. At the same time he made one or two recommendations which had not been attended to. Now, ho did not think it would be fair to Mr Hay or to the Council’s own engineer that a Government engineer should inspect and report on the work when the Council had not acted upon the information that had already been supplied to them. One of Mr Hay’s recommendations was that a new by-wash should be made, so as to prevent tho reservoir from becoming over-filled by flood or sudden rainfall; but that had never been done. With reference to the scare about the leak, he might say that he was at the reservoir recently, and gathered from the rocks at the mouth of the flow a small quantity of deposit that had formed there, and handed it to Dr Ogston for analysis. The analysis proved that the deposit was oxide of iron, and that there was not a trace of clayey matter in it,—(Hear, hear.) Crs Carroll and Cramond held that the Council’s position in the matter should be a passive one, Cr Haynes suggested that therecommendations be referred back to the Committee for further consideration.

Cr Cohen said a feeling of anxiety had existed for three or four years past, though he had not joined in it himself, and if their action was to have the effect of allaying that feeling the report as to the condition of the reservoir must be a perfectly independent one. The Council must disclaim all responsibility and all liability. He even doubted if they could interfere at all, for the Government were taking action on public grounds. The report, with the recommendation attached, was adopted on the voices. MISCEI.LANENOCS REPORTS. The reports of the Gas, Finance, Reserves, and Works Committees were adopted as published. The following supplementary report was submitted by the Works Committee and adopted “ Your Committee beg to report having carefully inspected the City streets and footpaths, and decided on a plan for carrying out certain necessary works and improvements during the present year, allocating the work in the several wards as follows South Ward, L4l 19s Od ; High Ward, L 4 5; Bell Ward, 1.43 10s; Leith Ward, LSO; total, LIBO 9s Od. Your Committee recommend that the works, amounting to LIBO 9s 6d, be proceeded with in the order of urgency.”

TENDERS. Tlie following tenders for repairing the Forth street bridge were received John Hornby, LIIS 3s 4d; Henry Lyders, L 12 8; James Leighton, L 127 (kauri), L 136 (iron bark).—Referred to the Works Committee, with power to accept the lowest. COMMITTEE VACANCIES. On the motion of Cr Solomon, Cr Hardy was appointed a member of the Gas Committee and Cr Haynes a member of the Finance Committee—both councillors to fill Cr Fish’s position on those committees during his absence in Wellington.
