The ‘ S.M. Herald,’ in an article on the verdict of the Court of Inquiry, says that the conflicting nature of the evidence of the officers regarding the order book was so direct, palpable, and suggestive that matters enght not to be allowed to rest in their present shape. A gross wrong has been committed by one side or the other, for which the temporary suspension of certificates is inadequate punishment. The business should be sifted to the bottom.

It was anticipated that a vote of want ef confidence in the Play ford Ministry would have been tabled, but the Address-in-Reply was carried without amendment. It has transpired that Sir John Downer declined to lead the Opposition unless he were assured of an absolute majority, and that assurance not being forthcoming the attack was abandoned.

The Payment of Members Bill, which has passed its second reading, provides for the payment of L3OO a year, in addition to actual travelling expenses.

Premier Gillies, in introducing the new procedure rules, said that there was no intention on the part of tho Government to hamper tho freedom of Parliament, but they were merely brought in to prevent the waste of time of Parliament, The debate is proceeding.

The total imports into Victoria daring 1888 were L 23,972,000, and the exports L 13,868,000. There were Increases In both instances over the figures of 1887.
