Captain Charles A. Humfroy, Assistant Under-Secretary for Defence, has been_ appointed colonel in the New Zealand Militia, and tho Hon, Major W. D. H. Baillie lieutenant-colonel. The former appointment has given rise to some comment. The Wellington ‘Post’ characterises it as little less than an insult to many other officers who have a much better claim to promotion.
