Lord Knutsford, in the Lords on 25th March, said: "This Empire, though so vast in extent, comprising 9,000,000 square miles and 321,000,000 inhabitants, had probably the least systematic organisation of any that ever flourished." The Papal authorities are said to have refused permission to the Jesuits to confer university degrees.
