Speaking at Kaiapoi last night, the Hon, E. Richardson 'opposed, the proposal to establish Government farms for relief purposes] He said that the Act authorising the appointment of a Railway Board would not have passed had members known that Government would appoint three local men then in their service as Commissioners. The Board, however, shoald have a fair trial. He considered the Electoral Bill proposed by Government unworkable for the election of the Lower House.
