The contract for the building appears to have been entered into by the Commissioners, and was certainly undertaken by the contractor, Undbf the idea that the whole site Would he available; but only a portion of this has been, or is so, and the contractor is unable to proceed with the rear block of the building, and has had to work in the portion now approaching completion under very exceptionable difficulties, which casual inspection will demonstrate.
