The driver, howerer, interfered, aad the matter dropped. What I »h«uld like to know is this: If arc ■ji'.lod ;>n to pay double and subjected to such annoyances, whether the proprietor has the power to alter anoh a state of things, or does it rest with the " City Fathew"?-Iam f etc.,
