London, March B. —Lord Derby, replying to a question, confirms the announced European Conference at Berlin, for holding which Austria opens negotiations on the basis proposed by England, and added that the British Government had asked for the whole treaty of peace between Russia and Turkey to be submitted to the Congress. fn the course of a long debate, Lord Derby said, although the Treaties of 1856 and 1861 had now virtually ceased to exist, they would be held binding till Europe sanctioned a substitute. He hoped the Conference would effect a European and not a Russian settlement ef the Eastern question. The latter would involve difficulties, the issue of which was uncertain. The Indemnity.
