(Official News Service.) SAN FRANCISCO, June 21. It was as if in a pointed reminder to the five Great Powers that they'are being conceded the right of veto, not on its own merits, but for the sake of setting up a world organisation and that they will bear heavy responsibility for protecting it against abuse, that the smaller nations yesterday took that most controversial issue of the United Nations Conference on to the floor of the public commission meeting. In almost every case those delegates of smaller Powers who followed .one another on to the rostrum made clear that their attitude to the veto—or the Great Powers' rule of unanimity—had in no way changed, but through all their remarks ran an unequivocal assurance that they would loyally accept the charter of the new organisation and contribute their utmost towards its successful operation.
