WORLD CONFERENCE
PREPARATIONS FOR SAN FRANCISCO
Rec. 1 p.m. . RUGBY, Feb. 26. The preparations for the international conference at San Francisco on April 25 have been taken a stage further by the conversations of M. Bidault and Mr. Eden. According to a diplomatic correspondent, it is expected that an invitation to the conference will be issued by Mr. Eden this week. All the United Nations, including the British Dominions, will have places at the conference, together with those other States which have recently declared war on Germany and Japan. In all, between 40 and 50 nations will probably be represented, but there will be some notable absentees, including Spain, which it goes without saying cannot expect even by a last-minute declaration of war upon Germany to secure a right to a place at the conference table. Neither will Italy be represented. Her status as an enemy country is not affected by the fact that recently she has been granted certain favours as a reward for good behaviour —in particular the right to diplomatic representatives abroad. Italy's freedom of action continues to be modified by the presence of the Allied Commission,
The British delegation to the conference will be led by Mr. Eden.— 8.0. W.
BIG COMMONS DEBATE
Rec. 1 p.m. LONDON, Feb. 26. Cabinet met tonight to make final arrangements for the big three-day debate on the Crimea conference which opens in the House of Commons tomorrow. Mr. Churchill is expected to make a long speech in opening the debate, possibly with an interval for lunch.
