The British, American, and Russian Governments have .decided to be satisfied for the time being with the "90 per cent, agreement" on the international security organisation and take up the other 10 per cent, in the future says the "New York Times" Washingion correspondent. The delegations at Dumbarton Oaks have been unable to-reach full agreement on the procedure for voting on the executive council of the proposed league in the case of a charge of aggression against one of the permanent members (Britain, the United States, Russia, and China). Full agreement has been reached on all other points discussed, principally on the basis of the American plan providing for an international court of justice with an executive council of eleven members, including the four permanent members, with the provision that France shall be admitted as soon as: its Government is freely elected.

It is understood that discussion" on the remaining 10 per cent, will be continued through the regular diplomatic channels and eventually decided in a personal meeting between Mr Churchill, President Roosevelt, and Premier Stalin.
