Rec. 1 p.m. LONDON, April 5. The Crown Prince Umberto, confirming a report that King Victor Emmanuel proposed to hand over his powers to his son as his lieutenant, said, he was prepared to deputise for his father as, King, thereby clearing the way. .for a, coalition Government of all the major parties. The Naples correspondent of the Associated Press quotes Prince Umberto as saying: "The King is old and ready to retire. He has had a full life."
