Rec. 9 a.m. NEW YORK, Jan. 26. New air raid precautions in Japan were announced in a Tokio report quoted by Berlin radio. The Japanese Minister of the Interior decreed that 15 Tokio districts and eight districts in the industrial town of Nagoya must . be evacuated.
