RUSSIA AND POLAND
SOVIET DECLINES U.S. OF:FER
LONDON, January 26. The Soviet Government has declined the offer of the United States to initiate discussions 'between Russia and Poland, it was announced in Washington today by the U.S. Secretary of State, Mr. Cordell Hull.
He said that the Soviet Government had expressed warm appreciation of the offer, but felt that relations between Russia and Poland had not yet reached a point where the good offices of the United States could be used.
