PRESIDENT SEEKS TO AVOID
COMPULSION
LONDON, March 19
President Roosevelt told his Press conference today that he wanted to avoid using compulsion to put people into war work as long as he possibly could. The use of compulsion would involve creating a lot more machinery, make things more complicated, and mean increased regimentation.
