CARGO PILLAGING
It is suggested by "E.T." that shipping companies, could-assist further in eradicating cargo pillaging. . • "'Watchmen' employed on boats are not recognised as an important section of the waterfront industry. They have no authority or, standing and often are dismissed before anyone connected with the hatch on which they are engaged. They do not receive the same pay as other members of the profession from which they, are drawn, and for other many suitable men will not take on this class of work. Watersiders as a whole are decent and honest, but among such a large number of men there are naturally some who require attention. I maintain that prevention is better than cure, and if suitable 'watchmen' with tact and understanding and some authority were employed on boats carrying general cargo, mucn of this evil would be prevented. These positions must, however, be made sufficiently attractive to draw the right class of man, to give good results."
