" Si,r !r^The decisioh of. the City Council in setting aside •from the .profits! of the* electricity '.department the sum: of ■£500p!as l a_fund"fbr resurfacing streets is' enormous, in> its unfairness. The profits f,rom the- electricity department belong to the people as a whole. The profits should be shared by all, including householders who have made such profits possible. The. upkeep of streets is a"first charge on rating .and has always been accepted as such.-The decision of the council means that a gift of, £5000 has been made to ratepayers to the disadvantage of the general consumer of- electricity; •". f In.cases of desperate needy such; as critical periods of unemployment,*th£re ,is a case for utilising.funds from trad-! ing departments.*, In such cases.a dual purpose, is' served by easing .hardship and at.the same time" providing "amenities for the citizen's. In; .ordinary; times a decision suchvas..'the' p'rie'-objected to is abhorrent by," nature of ife favdur of the wealthy, people.
