OSLO, August 16,
Senator Hamilton Fish, head of the United States delegation to the international parliamentary conference opening here today, is convinced that war is inevitable unless there is a very speedy armistice.
He fixes zero hour as August 20, but believes that a successful fourPower conference of the British, French, Italian, and German Foreign Ministers would avert war indefinitely.
