The restrained tone of Herr Foerster's speech was welcomed in Berlin. The opinion is expressed that he stated the case clearly and moderately and that Poland and the world know exactly where the people of Danzig stand.

Herr Hitler and his staff listened in at Berchtesgaden, and were gratified by the shouts "We want to return to the Reich."

Official circles, in Warsaw decline to comment, but responsible authorities indicated that the speech does not change the fundamental issues, despiio the harsh tone against Poland. It is regarded as an indication that Herr Hitler has not yet nTade up his mind.

The English and French Ambassadors called on the Polish Foreign Minister, Colonel Beck.
