Commander Naquin, of the ill-fated . submarine Squalus, testifying at a naval board of inquiry where he, is technically the defendant, expressed the opinion that the adoption of a recommendation made 19 years, ago, following the sinking of the submarine S5, that an interlocking device should be installed to prevent flooding of the ballast tanks until the main engine* induction valves had been closed, thus preventing submersion with the vent still open, might have saved the Squalus. Commander Naquin had nothing but praise for his officers and crew, and exonerated the 26 dead of any misconduct.
