AGGRESSION ENCOURAGED

GENEVA, September 30,
M. Litvinov (Russia) attacked the Munich agreement in the League Council, declaring that it would encourage, aggression. He regretted that the authorisation of the individual League members to apply sanctions against Japan did not go further. The Soviet was willing to go much further to aid China against Japan, but had to be content because others were unwilling to take stronger action.
