The chairman of the Non-Interyerw tion Committee, Lord Plymouth, ra» ceived the Portuguese Ambassador and the German and Italian Charges d* Affaires. It is understood that the visits had relation to the proposal,that the secretary of the board of- the Committee, Mr. Francis Hemming, should [visit Spain to explain to both sides the plan for the withdrawal of volunteers. Senor Negrin's speech at Geneva thi» [week on the same subject is under coi*. sideration in London.' The preliminary view is that it appears to be a valuable contribution towards the general aim of attaining the elimination of tb* foreign element from Spain.
