ITALIAN INTERVENTION
DISMAY EXPRESSED
COMPLAINT OF INJUSTICE

LONDON, April 29.
The Spanish Government, in a Note to Britain, mentions the deep jlismay with which it received the news of the exchange of letters relating to affairs in Spain which accompanied the Anglo-Italian agreement, and asserts that Britain legitimised Italian intervention by implying that the Italians shall remain in Spain until the end of the
conflict.
"Since this attitude harms incontrovertibly the highest interests of the Spanish Stale in its defence against external aggression," the Note states, "it is difficult to reconcile it with the principles of impartiality and objectivity on which, despite constant protests from the Spanish Government, Britain has claimed to base her policy regarding "Spain since the outbreak of the war."
The Note adds that the Spanish Government firmly and energetically protests against this manifestation of injustice.
Under the Anglo-Italian Pact, the Italian Government undertakes that if the evacuation of foreign volunteers from Spain has not been completed at the close of the Spanish civil war, all the remaining Italian volunteers will forthwith leave1 Spanish territory and all Italian war material will simultaneously be withdrawn. In, taking note of the Italian assurances regarding Spain, the British Government repeated that it regards the settlement of the Spanish' questions as- a -prerequisite of the entry into force of the Anglo-Italian agreement.
