The announcement that the German Foreign Minister is to visit London on June 23 is prominently featured in the newspapers. "The Times" says that the news will be warmly and unreservedly welI corned. "Baron yon Neurath will not come bringing proposals with him, nor will he find on this side a settled programme ready for discussion. What is required before all is that joint and thorough study of difficulties and interests that concern, both countries should now be competently, responsibly, and quietly taken in hand. IE the starting point be Spain, logic has demanded it, but the events in Spain provide only an opening for the conversations, which should travel much further. For four years Anglo-German relations have been a target of longrange bombardment by notes and declarations, set speeches, and newspaper articles, and every month that passes has proved that open Covenants cannot be openly arrived at. There is no lack of material, some of it stubborn material, for host and guest to work upon, no lack of incentive for their best endeavours, and no lack of good will on this side to support a promising move which is already overdue."
