NOTE TO AMBASSADORS (British Official Wifeless.) (Received September 18,11.15 a.m.>. RUGBY, September 17. Mr. Anthony Eden returned to th« Foreign Office this morning for the flrsß time since his recent illness. He was engaged on completing the draft.of a Note which will be handed tomorrow to the Ambassadors in London of! France, Germany, Italy, and Belgium* This Note will contain proposals ior making progress in the first stages oil the diplomatic preparations for th« proposed meeting of the flv« Locarn<» Powers. ' It has always been recognised that diplomatic negotiations would be necessary before a meeting of the fly« Powers could be called, and Mr. Eden's purpose in handing the communicatioii to the Ambassadors before his departure to Geneva is to obviate any; loss of time occasioned by his absence from London while attending th« League meetings.
