Mr. E. X Cullen (Government, Hawke's Bay) said that it was time that the Mortgage Corporation Act was altered so that farmers who needed assistance could get it. It was most extraordinary to see the number of applications from farmers who needed assistance and who were turned down. Dealing with the appointment of a Judge to the Court of Review, Mr. Cullen said that there were a number of legal practitioners in country districts who dealt a great deal with the farming community and mortgages and who had a fair knowledge of stock, and he suggested that an appointment to the Court be made from among those men. The majority of the present Judges were men selected from the cities, and perhaps they had not had the experience that some of the lawyers in country districts had had.

Mr. Cullen advocated the appointment of three members representative' of the returned soldier settlements to the Adjustment Commissions' to deal with returned soldier matters. Referring to the history of the returned soldier settlements, he said that if some of the settlements were planted with trees and the men put on better land, the results obtained would be considerably better.
