(Received July 11, 10.15 a.m.) LONDON, July 10. Mr. Winston Churchill, speaking at Birchington, advocated a Ministry of Supply, not reviving all the powers of the former Ministry of Munitions but providing for emergency preparation between peace and war conditions.
